As the pastel end of the blue family, this depends entirely on a near-white base to show at all. In flat indoor light it can read as cool silver, and only daylight makes the blue obvious. The low pigment load means it dilutes quickly, yet blue is tenacious enough that the last of it lingers as a gray cast long after the shade itself has gone, which can complicate whatever you do next.
