Two things are stacked here: the hair is toned to a cool gray first, then a soft violet goes on top, and that layering is what gives the dusty finish. It shifts noticeably with the light, closer to plain gray indoors and clearly lilac outside. The violet gives up before the silver does, so over a few weeks the ends drift toward a metallic gray rather than losing color altogether.
